Can You Buy at Manheim Without a Dealer License?

Manheim is dealer-only, but some locations run public auctions. What Manheim states on who can buy, deposits, insurance and fees, plus routes for non-dealers.

Marcio AzevedoUpdated 6 min read

Quick answer. Mostly no. Manheim's terms say its sales are wholesale auctions open only to dealers. The exception is a set of locations that hold public auctions: Manheim's public auction page says any licensed driver at least 18 can attend, with a cashier's check or money order deposit and proof of insurance, and all sales are as-is. Public inventory is limited, and in Maryland it is only select repossessed units.

Mostly no, with one real exception. Manheim's terms describe its sales as "wholesale auctions open only to" dealers. But Manheim's own public auctions page says "Public individuals are welcome at select Manheim locations," and states that any licensed driver at least 18 can attend those sales.

So the answer depends on which sale. Below is what Manheim states about each route, checked October 2026. Where a rule is not written down on a Manheim page, we leave it out.

Is Manheim dealer-only?

Yes for the regular marketplace. Per Manheim's terms and conditions (the page shows a November 4, 2021 update date, so confirm the current version), users represent they are a licensed motor vehicle dealer, buyers and sellers are pre-registered through AuctionACCESS and/or pre-approved by Manheim, and sales are wholesale auctions "open only to" dealer buyers and sellers. The same section bars retail sales from Manheim's premises or platforms.

The online registration path matches: Manheim's new dealer registration page says Auction Access "confirms you are an authorized dealer" before you can sign up. Details are in Manheim account fees and how to open an account.

Does Manheim hold public auctions?

Yes, at select locations. The public auctions page lists:

  • Commercial truck/equipment and passenger vehicles: Atlanta, Daytona Beach, Indianapolis, Nevada. Atlanta and Nevada are digital bidding only.
  • Passenger vehicles only: Baltimore-Washington, Cincinnati, Cleveland, Fort Lauderdale, Fredericksburg, Georgia, Harrisonburg, Keystone Pennsylvania, Lafayette, Nashville, Ohio.

The page marks Nevada "Public buyers are NOT ALLOWED ON SITE." It gives no specific sale dates; you check each location's listings on Manheim.com.

Do not read that list as "public access to Manheim inventory." These are separate public sales, and what is in them is up to each location.

What do you need to buy at a Manheim public auction?

From the same page:

  • Eligibility: a licensed driver at least 18 years old.
  • Registration: "You must register at the sponsoring auction facility on the day of auction to obtain a bidder's number."
  • Deposit: "Deposit must be paid in cashier's check or money order." Cash and credit or debit cards are not accepted. Deposits are refundable after the sale and payment for any units won.
  • Insurance: proof of current insurance is required.
  • Payment: "Most locations require payment by end of the date of purchase."
  • Condition: "All sales are sold 'as is, where is.' All sales are final."

That last line is the one to build your price around. No return path means any repair cost you miss is yours.

What does a public sale look like in practice?

Manheim's Maryland public buyers guide (Belcamp, MD) is a worked example of how narrow it can be:

  • Manheim Maryland is a wholesale auction whose primary client is the dealer, and public buyers can currently bid only on "select REPOSSESSED UNITS," per the guide's reading of state law.
  • Sales run Thursdays at 8:00am, registration opens at 7:00am, and viewing is Wednesday 12:00pm to 5:00pm. Cars cannot be driven or moved.
  • A $1,000 deposit in blank money orders is required for a bidder badge, no cash deposits.
  • Payment in full is due by 4:00pm Thursday, by cashier's check or money order only.
  • Anyone entering must be 18 or older with valid government identification.
  • Vehicles are subject to additional fees "to be determined based on the sale price of the vehicle and services performed."
  • Public buyers may not engage or solicit licensed dealers for help buying, and lose the ability to attend future auctions if they do.

Other locations differ, so use this as a sample of the format, not as a rule for all public sales.

What fees apply to public buyers?

The Maryland guide says all vehicles are subject to additional fees determined by sale price and services performed. The public auctions page does not state a fee schedule. As with dealer sales, there is no published table, so ask the location for its fee structure before you register.

For a dealer-side view of what Manheim states, see Manheim buyer fees. Do not assume the dealer-side Simulcast fee applies to a public sale; that fee is stated on a page about dealer Simulcast.

What are the other routes if you are not a dealer?

Do not try to buy through a dealer who bids for you. The only Manheim wording we found on it, in the Maryland guide, prohibits public buyers from soliciting dealers and says violators lose attendance rights, and Manheim's terms bar retail access to its inventory.

About "Manheim fees without license plate"

That search shows up beside this one, and it is noise: Manheim's pages we read say nothing about fees tied to a plate. The question underneath it is usually about tags. The Maryland guide says Manheim does not assist with tags and you can obtain tags yourself and return for the vehicle within seven days. That is a Maryland public sale rule, not a general one.

Before you chase a public sale

Run the numbers first. A public-sale car carries a deposit, as-is risk, transport, title and tax, and a fee line you cannot predict. The auction total cost guides and max bid calculator build the all-in number from your own inputs. CarFlipIQ then shows what the same year, make and model asks and how long it takes to sell in your area, so you know the exit before you register.

How we get these numbers

Market figures come from LocalIQ™, CarFlipIQ's index of asking prices on local used-car listings. We report medians rather than averages, so a few outlier listings can't drag the number, and a model only appears once it has at least 10 listings behind it. Treat the median asking price as your resale ceiling. How we get our numbers →
